WHEREAS, without any application required by the City of Newark, the State of New Jersey Department of Labor and Workforce Development granted the City of Newark $133,000.00 in Workforce Learning Link funds, through the Newark Workforce Investment Board (WIB), for State Fiscal Year 2013 (July 1, 2012 through June 30, 2013); and
 
      WHEREAS, this is an annual grant allocation from the State of New Jersey Department of Labor and Workforce Development, and must be used in accordance to guidelines articulated in the Notice of Obligation, consistent with the Newark WIB's strategic direction, and must be incorporated into the Newark Workforce Development Area Agreement for Program Year 2012; and
 
WHEREAS, these grant funds must be obligated by June 30, 2013, and fully liquidated by December 31, 2013; and
 
      WHEREAS, no municipal funds, or commitment of municipal resources or staff, are required for the receipt or acceptance of these grant funds; and
 
WHEREAS, it is in the best interests of the City of Newark to accept and expend these funds.
 
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
 
1.      The Mayor and/or his designee(s), the Deputy Mayor/Director of Economic and Housing Development and the Acting Deputy Director of NewarkWORKS/One Stop Career Center, are hereby authorized to accept Workforce Learning Link grant funds in the amount of $133,000.00 from the State of New Jersey, Department of Labor and Workforce Development for Program Year 2012 (July 1, 2012 through June 30, 2013) (copies of the Grant Award Letter and the Notice of Obligation are attached hereto and made a part hereof).
 
2.      The Mayor and/or his designee(s), the Deputy Mayor/Director of Economic and Housing Development and the Acting Deputy Director of NewarkWORKS, are hereby authorized to enter into and execute a Program Year 2012 Newark Workforce Development Area Agreement, as may be necessary to accept and fully expend, no later than December 31, 2013, the grant funds described above.
 
3.      The grant funds shall be expended in accordance with an expenditure plan approved by the Newark Workforce Investment Board (WIB), and in accordance with strategic workforce priorities set by the WIB.
 
4.      The Municipal Council hereby ratifies the acceptance of the grant funds described above from July 1, 2012, to the date of adoption of this authorizing resolution.
 
5.      No municipal funds, or commitment of municipal resources or staff, are required for the receipt or acceptance of the grant funds described above.
 
6.      The Acting Deputy Director of NewarkWORKS shall file copies of the Grant Award Letter, the Notice of Obligation and the fully executed Program Year 2012 Newark Workforce Development Area Agreement, with the Office of the City Clerk.
 
 
 
 
 
 
 
 
 
 
 
 
 
 
STATEMENT
 
This resolution ratifies and authorizes the Mayor and/or his designee(s), the Deputy Mayor/Director of Economic and Housing Development and the Acting Deputy Director of NewarkWORKS/One Stop Career Center, to accept Workforce Learning Link funds in the amount of $133,000.00 from the State of New Jersey Department of Labor and Workforce Development, and further authorizes them to enter into and execute a Program Year 2012 Newark Workforce Development Area Agreement with the State of New Jersey Department of Labor and Workforce Development.  These funds are allocated for the period of July 1, 2012 through June 30, 2013, and must be fully expended no later than December 31, 2013.  No municipal funds, or commitment of municipal resources or staff, are required for the receipt or acceptance of the grant funds.
