WHEREAS, on August 16, 2011, the City of Newark through its Purchasing Director advertised to solicit bids for Temporary Staffing (Health Field and Related Services), which the contractor will provide to the City of Newark, for the Department of Child and Family Well-Being’s, usage as described in the attached bid proposal; and
WHEREAS, the Division of Central Purchasing mailed sixteen (16) bid packages to prospective vendors from its established bidders list following the date of advertisement; and
WHEREAS, on September 1, 2011, twelve (12) bids were received in response to this advertisement; and
WHEREAS, after review of the bids, it was found that the specifications were faulty: and
