WHEREAS, the Newark Municipal Council through Resolution 7R1-E  adopted on March 21, 2012, ratified and authorized the Mayor and/or his designee, the Director of Emergency Management and Homeland Security, to submit an application to the New Jersey Office of Homeland Security and Preparedness requesting grant funding in the amount of $1,000,000.00 from the FY '10 Emergency Operations Center Grant Program for the purchase of interoperability equipment and consulting services in support of equipment acquisition for the City of Newark Office of Emergency Management and Homeland Security, 480 Clinton Avenue, Newark, New Jersey 07108, for the period commencing on April 30, 2010 and terminating on May 31, 2013; and
 
      WHEREAS, as a condition of the grant matching grant funds in the amount of $333,333.33 were identified to be provided by a $68,000,000.00 bond secured by the Newark Housing Authority as authorized by Ordinance # 6 PSF-L adopted on December 17, 2008; and
 
      WHEREAS, the City incorrectly identified the Bond to satisfy the matching funds requirement and must identify a different source for the grant matching funds; and
 
      WHEREAS, the City has identified matching the grant funds in the amount of $333,333.33 as in-kind by percentage of time and salaries of employees, who will work on this project; and
 
      WHEREAS, all terms and conditions of the grant agreement shall remain the same.
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
 
1.      Resolution 7R1-E032112 is hereby amended to replace any references of the Bond as the source of the $333,333.33 match with the $333,333.00 required match shall be provided in-kind by percentage of time and salaries of employees, who will work on this project (a copy of the resolution is attached hereto and made a part hereof.)
 
 
STATEMENT
 
This Resolution amends Resolution 7R1-E032112 and authorizes the Mayor and/or his designee the Police Director and/or his designee, the Director of Emergency Management and Homeland Security to identify a different source to meet the matching funds requirement of the grant.  Matching grant funds in the amount of $333,333.33 shall be provided in-kind by percentage of time and salaries of employees, who will work on this project.
