WHEREAS, the City of Newark is beset by incidents of violent crime throughout various parts of the city and would benefit from assistance provided through the Edward Byrne Discretionary Grant - Targeting Violent Crime Initiative Program by utilizing the funding for overtime crime initiatives; and
 
WHEREAS, on September 18, 2012, on behalf of the City of Newark, the Director of Police submitted an application to the New Jersey Office of the Attorney General, Division of Criminal Justice, requesting grant funding in the amount of $75,440.00, from the Edward Byrne Discretionary Grant - Targeting Violent Crime Initiative Grant Program to be used to fund police overtime initiatives to address violent crime in the wards of the City suffering the most violence with no City funds required; and
 
WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of $75,440.00, from the New Jersey Office of the Attorney General, Division of Criminal Justice for Edward Byrne Discretionary Grant - Targeting Violent Crime Initiative Grant Program, for the period commencing on October 1, 2012 and terminating on March 31, 2013; and
 
WHEREAS, the City must execute a grant agreement with the New Jersey Office of the Attorney General, Division of Criminal Justice, in order to obtain the grant award with no City funds required.
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
    1. The Mayor and/or his designee, the Police Director are hereby authorized to submit an application to the New Jersey Office of the Attorney General, Division of Criminal Justice, requesting grant funding in the amount of $75,440.00 from the Edward Byrne Discretionary Grant Targeting Violent Crime Initiative Grant Program for police overtime initiatives to address violent crime in the wards of the City suffering the most violence with no City funds required, for the grant period October 1, 2012, through March 31, 2013, (a copy of the application is attached hereto and made a part hereof).
    2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
    1. The grant award in the amount of $75,440.00 from the New Jersey Office of the Attorney General, Division of Criminal Justice, is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
    2. The Mayor and/or his designee, the Police Director, are hereby authorized to enter into and execute grant documents with the New Jersey Office of the Attorney General, Division of Criminal Justice, to receive and expend the grant award in the amount of $75,440.00 for police overtime initiatives to address violent crime in the wards of the City suffering the most violence for the period commencing on October 1, 2012 and terminating on March 31, 2013, (a copy of the Agreement is attached hereto and made a part hereof).
    1. The agreement between the City of Newark and the New Jersey Office of the Attorney General, Division of Criminal Justice, is hereby ratified from October 1, 2012, to the date of adoption of this authorizing resolution.
    1. No municipal funds are required for receipt or acceptance of this grant award.
    1. The Police Director shall file a fully-executed copy of the grant application, the grant award letter, and the grant agreement  in the Office of City Clerk.
 
 
 
 
 
 
 
 
 
STATEMENT
 
This resolution ratifies and authorizes the actions taken by the Police Director  to submit an application for grant funding from the New Jersey Office of the Attorney General, Division of Criminal Justice, for grant funding in the amount of $75,440.00 from the Edward Byrne Discretionary Grant Targeting Violent Crime Initiative Grant Program for police overtime initiatives to address violent crime in the wards of the City suffering the most violence, and furthermore, ratifies and authorizes the Mayor and/or his designee, the Police Director, to enter into and execute an agreement with and accept grant funds in the amount of $75,440.00 from New Jersey Office of the Attorney General, Division of Criminal Justice, for police overtime initiatives to address violent crime in the wards of the City suffering the most violence commencing on October 1, 2012 and terminating on March 31, 2013.  No municipal funds are required.
