WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $485,804.00  for the Edward Byrne Memorial Justice Assistance Grant  Program (JAG) and no adequate provision has been made in the 2013 temporary budget for the aforesaid purpose and N.J.S.A 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
 
WHEREAS, by Resolution 7R11-a dated November 8, 2012, the City of Newark accepted the Edward Byrne Memorial Justice Assistance Grant (JAG) Program in the amount of $485,804.00 to fund overtime initiatives for implementation of strategies to prevent and control crime; and
 
      
      WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
 
 
WHEREAS, the emergency appropriations adopted in 2013 pursuant to N.J.S.A. 40A:4-20 including this resolution total $14,287,720.66.
 
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
 
 
1.      An emergency appropriation is and the same is hereby made for the following classification:

2.      Said emergency appropriation shall be provided for in the 2013 budget.
 
3.      A copy of this resolution shall be  be filed with the Director of Local Government Services by the  City Clerk of the City of Newark.
 
 
STATEMENT
 
 
This Legislation establishes the appropriation in the amount of $485,804.00 for the EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM (JAG) funded by the United States Department of Justice, Bureau of Justice  Assistance, for the implementation of strategies to prevent and control crime. The contract period for this grant is July 26, 2012 through September 30, 2016, or until such time as grant funds are expended.   (City-wide)
