WHEREAS, the New Jersey Division of Highway Traffic Safety (DHTS) solicits applications for highway safety grant projects designed to combat the number and severity of traffic crashes by developing and supporting educational and enforcement programs; and
 
WHEREAS, the DHTS Grant program entitled "Pedestrian Safety Program" aims to reduce crashes involving pedestrians through education and enforcement; and
 
WHEREAS, the City of Newark is committed to ensuring the safety of its citizens and ensuring the safe movement of pedestrian traffic on its City streets; and
 
WHEREAS, on April 30, 2012, on behalf of the City of Newark, the Director of Police submitted an application to the New Jersey Division of Highway Traffic Safety (DHTS) requesting grant funding in the amount of $15,000.00 from the Pedestrian Safety Program to be used to fund police overtime initiatives to address motor vehicle violations in pedestrian crash prone locations in the wards of the City with no City funds required; and
 
WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of $15,000.00 from the New Jersey Division of Highway Traffic Safety (DHTS) Pedestrian Safety Program for the period commencing on October 1, 2012 and terminating on September 30, 2013; and
 
WHEREAS, the City is not required to execute a grant agreement with the New Jersey Division Traffic Safety (DHTS) in order to obtain the grant award with no City funds required;
 
 
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
    1. The Mayor and/or his designee, the Police Director are hereby authorized to submit an application to the New Jersey Division of Highway Traffic Safety (DHTS) requesting grant funding in the amount of $15,000.00 from the Pedestrian Safety Program to fund police overtime initiatives to address motor vehicle violations in pedestrian crash prone locations in the wards of the City. (A copy of the grant application is attached hereto.)
    2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
    1. The grant award in the amount of $15,000.00 from the New Jersey Division of Highway Traffic Safety (DHTS) is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
    2. The Mayor and/or his designee, the Police Director, are hereby authorized to enter into, receive and expend the grant award in the amount of $15,000.00 for police overtime initiatives to address motor vehicle violations in pedestrian crash prone locations in the wards of the City commencing on October 1, 2012 and terminating on September 30, 2013.
    1. The agreement between the City of Newark and the New Jersey Division of Highway Traffic Safety (DHTS) is hereby ratified from October 1, 2012, to the date of adoption of this authorizing resolution.
    1. No municipal funds are required for receipt or acceptance of this grant award.
    1. The Police Director shall file a fully-executed copy of the grant application, the grant award letter, and the grant agreement in the Office of the City Clerk.
 
 
 
 
 
 
 
 
 
 
 
 
STATEMENT
 
This resolution ratifies and authorizes the actions taken by the Police Director to submit an application for grant funding to the New Jersey Division of Highway Traffic Safety (DHTS) for grant funding in the amount of $15,000.00 from the Pedestrian Safety Program for police overtime initiatives to address motor vehicle violations in pedestrian crash prone locations in the wards of the City, and furthermore, ratifies and authorizes the Mayor and/or his designee, the Police Director, to enter into and execute an agreement with and accept grant funds in the amount of $15,000.00 from the New Jersey Division of Highway Traffic Safety (DHTS) commencing on October 1, 2012 and terminating on September 30, 2013.  No municipal funds are required.
