WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $1,944,355.00 for HOME Investment Partnership Act and no adequate provision has been made in the 2013 Temporary Budget for the aforesaid purpose; and

WHEREAS, on December 19, 2012 through Resolution 7R1-f, the Municipal Council authorized the Mayor and Business Administrator to enter into four separate agreements with HUD to receive and expend FY 2012 Community Development Block Grant funds in the amount of $6,623,599.00, HOME funds in the amount $1,944,355.00, Housing Opportunities for People with AIDS (HOPWA) in the amount of $7,218,919.00 (on behalf of Newark and the “Eligible Metropolitan Area”), and Emergency Solutions Grant funds in the amount of $678,542.00; and

WHEREAS, N.J.S.A 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
