WHEREAS, the Department of Engineering is in need of professional engineering/architectural services for the Proposed Baseball Field Renovations for the Hank Aaron Park at 98 Mercer Street, Newark, New Jersey 07103; and
WHEREAS, engineering/architectural services are professional services, exempt from the requirement of public bidding, in accordance with the Local Public Contracts Law, N.J.S.A. 40A:11-5(1)(a)(i); and
WHEREAS, on July 2, 2012, the Department of Engineering advertised for the receipt of responses to a Request for Qualifications/Request for Proposals (“RFQ/RFP”), from qualified engineers and/or architects to provide design and preparation of bid documents and construction management services for the Proposed Field Renovations to the Baseball Field for Hank Aaron Park; and
WHEREAS, the consultants/firms were invited to visit and inspect the baseball field on July 12, 2012; and
WHEREAS, on July 18, 2012 fourteen (14) firms and individuals submitted qualification responses to the RFQ/RFP; and
