WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $1,608,858.66 for the Urban Areas Security Initiative Grant Program and no adequate provision has been made in the 2013 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
 
WHEREAS, by resolution 7R11-a dated December 19, 2012, the City of Newark accepted the Urban Areas Security Initiative (UASI) Grant in the amount of $1,608,858.66 for equipment and training to enhance the City of Newark's ability to prevent, protect against, respond to and recover from acts of terrorism and other catastrophic events and emergencies; and
 
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
 
WHEREAS, emergency appropriation adopted in 2013 pursuant to N.J.S.A. 40A:4-20 including this resolution total..$13,801,916.66
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:  
1.      A temporary emergency appropriation is hereby made for the following classification:
 
    
 Program  Urban Areas Security Initiative Grant Program
 Amount  $1,608,858.66
2.      Said emergency appropriation shall be provided for in the 2013 budget.
 
3.      A copy of this resolution shall be immediately filed with the Office of the City Clerk by the Budget Director of the City of Newark.
 
      
STATEMENT
 
      This resolution authorizes and establishes the appropriation for Urban Areas Security Initiative Grant Program (UASI) in the grant amount of $1,608,858.66 from the State of New Jersey,  Office of Homeland Security and Preparedness (OHSP).  The award period is from September 1, 2012 through August 31, 2014.
