WHEREAS, the United States Department of Justice (“USDOJ”) has made funds available through its Second Chance Adult and Juvenile Offender Reentry Demonstration Program (“Second Chance Reentry Projects”), which encouraged cities to develop community-based strategies to reduce crime, violence, and recidivism by fifty percent within a five-year period; and
WHEREAS, the Office of Reentry of the Department of Economic and Housing Development (“DEHD”) in conjunction with the Office of the Business Administrator, authorized by Resolution 7R3-a, adopted March 2, 2011, prepared a proposal and application to USDOJ for the Newark Crime Prevention and Recidivism...
