WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $327,986.78 for 2011 Clean Communities Program and no adequate provision has been made in the 2013 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by Resolution 7R10-c dated 020613, the City of Newark accepted the 2011 Clean Communities Program Funds in the amount of $327,986.78 to provide funds to supplement an existing litter reduction program and removal as well as the abatement of graffiti within the municipality; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, the emergency appropriations adopted in 2013 pursuant to N.J.S.A. 40A:4-20 including this resolution total $110,547,355.75.
