WHEREAS, pursuant to Resolution 7R3-c 121912, the Municipal Council authorized the Deputy Mayor/Director of the Department of Economic and Housing Development, on behalf of the Business Administrator and the City of Newark, to enter into and execute a fair and open agreement (the “Sub-recipient Agreement”) with Goodwill Rescue Mission, Inc. (the “Sub-recipient”), for the purpose of providing physical rehabilitation services to its facility located at 79 University Avenue, Newark, New Jersey 07102 in an amount not to exceed $13,000.00; and
