WHEREAS, on January 16, 2013 the Municipal Council adopted Resolution 7R3-B to accept Workforce Learning Link Program funds from the State of New Jersey Department of Labor and Workforce Development in the grant amount of $133,000.00; and
WHEREAS, on November 19, 2012, the State of New Jersey Department of Labor and Workforce Development authorized, without application by the City of Newark, a Notice of Obligation for the State's Workforce Learning Link Program to provide the City's Newark One Stop Career Center/NewarkWORKS with additional funding in the amount of $75,000.00 for State Fiscal Year 2013 (July 1, 2012, through June 30, 2013), thereby increasing the original Notice of Obligation of $133,000.00 to $208,000.00; and
WHEREAS, copies of the Award Letter and Notice of Obligation for the additional funding are attached hereto and made a part hereof; and
WHEREAS, this is an annual grant allocated by the State of New Jersey Department of Labor and Workforce Development that must be used in accordance with the guidelines stipulated and referenced in the Notice of Obligation; and
WHEREAS, these funds must be fully obligated by June 30, 2013 and fully liquidated by December 31, 2013; and
WHEREAS, it is in the best interests of the City of Newark and its residents to accept and expend these funds; and
WHEREAS, no matching funds or commitment of City resources or staff are required for the acceptance or expenditure of the additional grant funds in question.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee(s), the Deputy Mayor/Director of the Department of Economic and Housing Development and the Acting Deputy Director of Operations/NewarkWORKS, are hereby authorized to accept and expend additional Workforce Learning Link Program funds in the amount of $75,000.00 received from the State of New Jersey Department of Labor and Workforce Development in accordance with the terms and conditions of the Award Letter and Notice of Obligation that are attached hereto and made a part hereof.
2. The above authorization is ratified from July 1, 2012 to the date of adoption of this authorizing resolution.
3. The grant funds must be fully obligated by June 30, 2013 and fully liquidated by December 31, 2013.
4. The Acting Deputy Director of Operations/NewarkWORKS shall file copies of the fully executed Award Letter, Notice of Obligation and this resolution in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the Mayor and/or his designee(s), the Deputy Mayor/Director of the Department of Economic and Housing Development and the Acting Deputy Director of Operations/NewarkWORKS, to accept additional funding in the amount of $75,000.00 from the State's Workforce Learning Link program, which increases total funding from $133,000.00 to $208,000.00, for the period of July 1, 2012 through June 30, 2013. The grant funds must be fully obligated by June 30, 2013, and fully liquidated by December 31, 2013. No matching funds or commitment of City resources or staff are required for the acceptance or expenditure of these additional grant funds.
