WHEREAS, the Newark Municipal Council has a deep commitment to the children of this City, and
 
WHEREAS, the Newark Municipal Council believes that a sound Public School System is critical to the cognitive and affective growth of Newark's children,  and
 
WHEREAS, the Newark Municipal Council wants the children of this city to grow to their full potential and to become productive and contributing members of society, and
 
WHEREAS, there have been many recently implemented drastic and far-reaching Newark Public School initiatives, and
 
WHEREAS, there has been no measure or analysis of the effectiveness of these recently implemented Newark Public School initiatives, and
 
WHEREAS, the Newark Municipal Council believes an analysis of the effectiveness of these initiatives is essential  to determine which initiatives are  working and which initiatives are failing, and
 
WHEREAS the Newark Municipal Council believes that stability is required in order to conduct such an analysis.
 
NOW BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK,THAT:
 
1.      A moratorium be placed on all further  Newark Public School  initiatives for the 2013-2014 school year
.
2.      An independent analysis is conducted regarding the effectiveness of recently enacted initiatives.
 
3.      This Moratorium shall include, but not be limited to, the hiring of educational consultants, reductions of school budgets, reductions of staff, opening of new schools including charter schools and regular public schools, designation of Renew Schools, changing of school designs and organizational structures, and closing of schools.
 
 
BE IT FURTHER RESOLVED, THAT upon the completion of this independent analysis of the effectiveness of recently enacted initiatives, that the completed analysis be shared with the full Newark community so that the Newark community can effectively judge the merits of these initiatives.
 
STATEMENT
 
This resolution calls a moratorium be placed on all further Newark Public School initiatives for the 2013-2014 school year until an independent analysis has been conducted, completed and reviewed.
