WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $75,440.000 for the Targeting Violent Crime Initiative Grant Program (TVCI) and no adequate provision has been made in the 2013 Temporary Budget for the aforesaid purpose and N.J.S.A 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by Resolution 7R11-A adopted by the Newark Municipal Council on February 20, 2013, the City of Newark accepted the 2012-2013 Targeting Violent Crime Initiative Grant (TVCI) awarded by the New Jersey Office of the Attorney General, Department of Law and Public Safety, Division of Criminal Justice, in the amount of $75,440.00 to fund overtime initiatives that address violent crimes in the most violent areas of the Central Ward of Newark; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, the emergency appropriations adopted in 2013 pursuant to N.J.S.A. 40A:4-20, including this resolution total $14,363,160.66.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
- An emergency appropriation is and the same is hereby made for the following classification:

INITIATIVE GRANT PROGRAM
- Said emergency appropriation shall be provided for in the 2013 budget.
- A copy of this resolution shall be filed with the Director of the Division of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This resolution authorizes and establishes the appropriation for the 2012-2013 Targeting Violent Crime Initiative Grant (TVCI) Program funded by the New Jersey Office of the Attorney General, Department of Law and Public Safety, Division of Criminal Justice to fund overtime initiatives that address violent crimes in the Central Ward of Newark, New Jersey in the amount of $75,440.00. The grant period is October 1, 2012 through June 30, 2013.
