WHEREAS, the United States Department of Justice , Office of Juvenile Justice and Delinquency Prevention ("USDOJ") made funds available through its Community-Based Violence Prevention Demonstration Program ("CBVPD"), which encouraged cities to develop community-based strategies to reduce crime, violence and recidivism; and

WHEREAS, on May 23, 2011, the Newark Police Department ("NPD") in partnership with the Office of Reentry, an initiative of the Department of Economic and Housing Development ("DEHD"), submitted an application to the USDOJ for CBVPD Program grant funds in the amount of $ 2,196,085.00 for the Newark Hotspot Initiative ("Hotspot"); and
