WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $15,000.00 for the Pedestrian Safety Program Grant and no adequate provision has been made in the 2013 temporary budget for the aforesaid purpose and N.J.S.A 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by Resolution 7R11-a dated March 6, 2013, the City of Newark accepted the Pedestrian Safety Program Grant in the amount of $15,000.00 for overtime initiatives to address motor vehicle violations in pedestrian crash prone locations in all Wards of the City of Newark; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, the emergency appropriations adopted in 2013 pursuant to N.J.S.A. 40A:4-20 including this resolution total $196,195,299.67.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
- An emergency appropriation is and the same is hereby made for the following classification:
Program Amount
2013 PEDESTRIAN SAFETY GRANT PROGRAM $15,000.00
- Said emergency appropriation shall be provided for in the 2013 budget.
- A copy of this resolution shall be filed with the Director of the Division of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This legislation establishes the appropriation in the amount of 15,000.00 for the 2013 PEDESTRIAN SAFETY GRANT PROGRAM funded by the New Jersey Office of the Attorney General, Department of Law and Public Safety, Division of Highway Traffic Safety for police overtime initiatives to enforce the State's motor vehicle laws at the most dangerous intersections as well as educational materials on pedestrian safety. The program period is October 1, 2012 to September 30, 2013. (All-Wards)
