WHEREAS, the City of Newark is in need to Pump Out, Haul and Dispose Of Sludge from the Lagoon at the Pequannock Water Treatment Plant, West Milford, New Jersey, to provide capacity necessary to the Sludge Lagoon for the operation of the City of Newark's water utility system; and

WHEREAS, on May 22, 2013 a Notice of Violation was issued by Water Compliance and Enforcement Division of the New Jersey Department of Environmental Protection (NJDEP) to the Newark Watershed Conservation and Development Corporation (NWCDC) to take corrective measures within 30 days to achieve compliance by providing capacity to the Sludge Lagoon for storage of residuals; and

WHEREAS, pursuant to the public bidding process of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., the Department of Water and Sewer Utilities advertised on May 29, 2013, in a general circulation newspaper, for the receipt of sealed bids from bidders to Pump Out, Haul and Dispose Of ...
