WHEREAS, on February 26, 2013, the City of Newark through its Purchasing Director advertised to solicit bids for Laboratory Services for Lead Analysis of Dust Wipes, which the contractor will provide to the City of Newark, for the Department of Child and Family Well-Being's usage as described in the attached bid proposal; and
WHEREAS, the Division of Central Purchasing distributed fifteen (15) bid packages in response this advertisement; and
WHEREAS, on March 14, 2013, three (3) bids were received in response to this advertisement; and
WHEREAS, the Purchasing Director concludes from review and evaluation that an award should be made to Batta Laboratories, Inc., the lowest responsive and responsible bidder; and

WHEREAS, pursuant to N.J.S.A. 40A:11-24, the vendor agreed to hold their prices beyond 60 days; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.5 et seq., solicitations through public bidding in accordance with N.J.S.A. 40A:11-1, et seq. meets the requirements of the fair and open process.
