WHEREAS, the State of New Jersey Department of Transportation ("NJDOT") State Aid to Counties and Municipalities FY2013 Municipal Aid Program ("NJDOT Municipal Aid Program") provides grant funding for the improvement and construction of local, municipal, and county road and bridge projects; and
WHEREAS, on September 17, 2012, on behalf of the City of Newark, the Director of the Department of Engineering submitted an application to NJDOT requesting grant funding in the amount of $1,875,000.00 from the NJDOT Municipal Aid Program for Improvements to Various Streets - 2013 Newark Project (10 Locations - MA-2013) within the City of Newark, identified as application MA-2013-Newark City-00238, with no municipal funds required; and
