WHEREAS, the Urban Areas Security Initiative (UASI) Grant Program's mission is to enhance regional preparedness in major metropolitan areas through direct assistance to participating jurisdictions in developing an integrated regional system for prevention, protection, response and recovery from terrorist events or natural catastrophes; and
 
WHEREAS, on behalf of the City of Newark, the Director of the Office of Emergency Management and Homeland Security submitted investment justifications to the State of New Jersey Office of Homeland Security and Preparedness which submits the full application to the U.S. Department of Homeland Security on behalf of the UASI region requesting an Urban Areas Security Initiative Grant in the amount of $1,575,460.00 from the U. S. Department of Homeland Security for Newark DPP, training, maintenance, an emergency notification system, a CBRNE vehicle, MMRS, fuel tanker, rack truck, POD containers, and high water vehicles; and
 
WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of $1,575,460.00 from the Urban Areas Security Initiative Grant for training, maintenance, an emergency notification system, a CBRNE vehicle, MMRS, Fuel tanker, rack truck, POD containers and high water vehicle, commencing on September 1, 2013 and terminating on August 31, 2015 ;and
 
Whereas, the City must execute a grant agreement with the State of New Jersey Office of Homeland Security and Preparedness in order to obtain the grant award with no City Funds required.
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
 
1.      The Mayor and/or his designee, the Director of the Office of Emergency Management and Homeland Security are hereby authorized to submit investment justifications to the State of New Jersey, Office of Homeland Security and Preparedness, requesting grant funding in the amount of $1,575,460.00 from the Urban Areas Security Initiative for the prevention, protection, response and recovery from terrorist events or natural catastrophes with no City funds require (copies of the investment justifications are attached hereto and made a part hereof).
 
2.      The Municipal Council hereby ratifies its authorization of these investment justifications from the date of investment justifications submission to the date of adoption of this authorizing resolution.
 
3.      The grant award in the amount of $1,575,460.00 from the Urban Areas Security Initiative is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
 
4.      The Mayor/and or his designee, the Director of Emergency Management and Homeland Security, are hereby authorized to enter into an executive grant documents with the State of New Jersey Office of Homeland Security and Preparedness to receive and expend the grant award in the amount of $1,575,460.00 to implement National Incident Management System training. Emergency Operations Center enhancement, an emergency notification system, a CBRNE vehicle, MMRS, fuel tanker, rack truck, POD containers and high water vehicles.
 
5.      The agreement between the City of Newark and the State of New Jersey Office of Homeland Security and Preparedness is hereby ratified from September 1, 2013 to the date of adoption of this authorizing resolution.
 
6.      No municipal funds are required for receipt or acceptance of this grant award.
 
7.      The Director of the Office of Emergency Management and Homeland Security shall file a fully-executed copy of the Urban Areas Security Initiative application, the grant award letter and grant agreement in the Office of the City Clerk.
 
STATEMENT
 
This resolution ratifies and authorizes the actions taken by the Director of the Office of Emergency Management and Homeland Security to submit investment justifications for Urban Areas Security Initiative funding from the State of New Jersey Office of Homeland Security and Preparedness for the prevention, protection, response and recovery from terrorist events or natural catastrophes, and furthermore, ratifies and authorizes the Mayor and/or his designee, the Director of Emergency  Management and  Homeland Security, to enter into and execute an agreement with and accept Urban Areas Security Initiative funding in the amount of  $1,575,460.00 for the prevention, protection, response and recovery from terrorist events or natural catastrophes for the period commencing on September 1, 2013, and terminating August 31, 2015. No municipal funds required.
