            WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $25,000.00 bringing total program resources to $322,494.00, for the Bio-Terrorism Preparedness Grant and no adequate provision has been made in the 2014 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
 
            WHEREAS, by award letter dated October 11, 2013, from the State of New Jersey Department of Health, the City of Newark was awarded an additional $25,000.00 for the Bio-Terrorism Preparedness Grant; and
 
            WHEREAS, by authorizing Resolution 7R2-b dated November 7, 2013, the City of Newark accepted the Bio-Terrorism Preparedness Grant in the amount of $297,494.00 from the State of New Jersey Department of Health to provide surveillance and health alert network, and the provision of local core capacity infrastructure for bioterrorism preparedness within the City of Newark; and
 
            WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
 
            WHEREAS, the emergency appropriation adopted in 2014, pursuant to N.J.S.A. 40A: 4-20 including this resolution total…………………$52,883,764.00.
 
            NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
 
 
1.      A temporary emergency appropriation be and the same is hereby made for the following classification:

                     Bio-Terrorism Preparedness Grant               $25,000.00
 
2.      Said emergency appropriation shall be provided for in the 2014 budget.
 
3.      A copy of this resolution shall be filed with the Director of Local Government Services by the City Clerk of the City of Newark.
 
 
STATEMENT
 
This legislation establishes the appropriation for the Bio-Terrorism Preparedness Grant in the amount of $25,000.00 bringing total program resources to $322,494.00. The State of New Jersey Department of Health is awarding these funds. The project period is July 1, 2013 through June 30, 2014 (City-wide).
