WHEREAS, The United States Department of Homeland Security through the Federal Emergency Management Agency (collectively referred to as FEMA) has implemented the FY 2013 Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program to eligible municipalities and fire districts; and

WHEREAS, the Department of Fire has a need for said grant, so it may continue its efforts to maintain and increase the number of trained, front-line firefighters in the City of Newark; and

WHEREAS, On August 30, 2013, on behalf of the City of Newark, the Director of the Department of Fire submitted an application to the FEMA, 500 C Street, S.W., Washington, DC 20472, requesting grant funding in the amount of $5,614,464.00 from the FY 2013...
