WHEREAS, the City of Newark desires to award a contract to a vendor to enable the City to accept payments for real property taxes, water and sewer charges and other local unit obligations via internet, telephone and in person by credit cards, debit cards and an electronic fund transfer system; and

WHEREAS, the Government Electronic Payment Acceptance Act (P.L. 1955, c.325) authorized the Division of Local Government Services to establish regulations for municipalities to accept electronic payments; and

WHEREAS, the Department of Community Affairs, Division of Local Government Services has promulgated regulations, N.J.A.C. 5:30-9.1 et seq. authorizing municipalities upon passage of a resolution by the Governing Body to accept credit card, debit card and electronic payments in accordance with the provisions of the Administrative Code; and

WHEREAS, the Acting Director of Finance/Chief Financial Officer has recommended to the Municipal Council the adoption of a Resolution establishing electronic receipts via the internet, telephone and in person for the payment of real property taxes, water and sewer charges and other local unit obliga...
