WHEREAS, as landlords in the City of Newark are preparing rent increase applications to the rent control board and are notifying tenants of same, the Municipal Council is desirous of providing a clear and unequivocal statement to the public and to the City of Newark Rent Control Board and it's administrative staff, that the intent of the Municipal Council at the time of the enactment of amendments to Title 19, Chapter 2, 6PSF-d, 052014,  was to apply the Consumer Price Index (CPI) identified as the Consumer Price Index for All Urban Consumers (CPI-U), as published by the United States Department of Labor's Bureau of Labor Statistics for the New York - Northern New Jersey - Long Island, NY-NJ area, to rent determinations pursuant to R.O. 19:2-3.1.
 
 
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT
 
 
1.       The express intention of the Municipal Council, upon adoption of amendments to Title 19, Chapter 2,  RENT CONTROL REGULATIONS; RENT CONTROL BOARD, on May 20, 2014, was for the following Consumer Price Index to be applied with regard to rent determinations pursuant to R.O. 19:2-3.1:
 
   Consumer Price Index (CPI) shall mean the Consumer Price Index for All Urban Consumers (CPI-U), as published by the United States Department of Labor's Bureau of Labor Statistics for the New York - Northern New Jersey - Long Island, NY-NJ area.
 
2.      The Office of the City Clerk shall deliver a certified copy of this resolution, immediately upon adoption, to the Rent Control Board and the administrative staff thereof.       
 
STATEMENT:
This resolution clarifies the intent of the Municipal Council when Ordinance amendment, 6PSF-d, 052014, was adopted.
