WHEREAS, the New Jersey Department of Transportation (NJDOT) has requested (a copy of the letter is attached hereto and made a part hereof) that the City of Newark provide a Resolution of Support for the Route 280 Westbound (WB) Structure over 2nd Street On-Ramp Project; and

WHEREAS, the purpose for the Route 280 Westbound Structure over 2nd Street On-Ramp Project is to address the structural deficiencies on the Route 280 WB Bridge over 2nd Street on-ramp, 1st Street, Orange Street, Morris and Essex Lines, and Newark City Subway Tracks (Structure No. 0730-192), by replacing the concrete deck for I-280 WB Structure No. 0730-192, as well as to alleviate the geometric, congestion and crash issues where feasible; and

WHEREAS, the proposed improvements will be determined and implemented so that the structure and the adjacent areas will be removed from the Bridge Management System and other management system ranking priority list; and

WHEREAS, the goals and objectives of the Route 280 Westbound Structure over 2nd Street On-Ramp Project include:

* Implementing cost effective deck replacement methods that will address the stated purpose;
* Evaluate deck replacement alternatives with a minimum service life of 75 years;
* Avoid, minimize and/or mitigate impacts to environmentally sensitive areas, including parklands, wetlands, etc.;
* Minimize impacts to traffic during the construction phase;
* Implementing where feasible, cost effective geometric roadway and drainage improvements, as related to the deck replacement that will reduce or eliminat...
