WHEREAS, the City of Newark (the "City") wishes to provide emergency medical services to its citizens and visitors of the City; and

WHEREAS, the University Hospital/UH-EMS (UH-EMS) is a State-controlled entity of the State of New Jersey, which provides complete emergency medical services, including E-911 medical dispatch, basic life support, advanced life support and heavy rescue; and

WHEREAS, the City and UH-EMS wishes to enter into a contract for these Emergency Medical Services; and

WHEREAS, this is a no-bid contract, awarded without competitive bidding, as an exception to the Local Public Contracts Law, pursuant to N.J.S.A. 40A:11-5(2), the contract between the City and UH-EMS, an agency of the State of New Jersey, is not subject to the Pay-to-Play legislation; and

WHEREAS, the Mayor of the City of Newark signed into Executive Order MEO-07-0001, hereinafter "Pay-to-Play Executive Order", which requires reporting of political contributions to Newark Candidates for Public Office and prohibits certain ...
