WHEREAS, the Essex County Department of Citizen Services, New Jersey Juvenile Justice Commission, receives funds through a Federal Juvenile Accountability Block Grant and has made that funding available through its State/Community Partnership/Juvenile Accountability Incentive Block Grant Program, to provide an array of services to assist the needs and rehabilitate detained youths from their involvement in criminal activities and from a life of crime; and

WHEREAS, the City of Newark is in need of funding for its Truancy Alternative Program (TAP) which is an ongoing collaborative project administered by the Newark Municipal Court for families subject to N.J.S.A. 18A:38-25 and N.J.S.A. 18A:38-31, that provides family strengthening social services that empowers the parent/guardian's parenting skills and motivates at-risk youth to curb truant behavior; and
