WHEREAS, the Department of Health and Community Wellness/Childhood Lead Poison Prevention and Healthy Homes Program to embark on a statewide lead screening project that includes a focus on areas affected by Super Storm Sandy. The project entitled Super Storm Sandy Recovery Project is intended to maximize screening children for lead poisoning and lead dust sampling of dwellings post Hurricane Sandy. The program will utilize the laboratory support staff to draw blood and analyze samples on site. This aggressive screening will increase screening rates and identify children with elevated lead levels that may be a result of Hurricane Sandy damage; and   
 
WHEREAS, the New Jersey Department of Health, Division Family Health Services, has made funds available for the provision of such services; and
 
      WHEREAS, On June 6, 2014, on behalf of the City of Newark, and the Director of Child and Family Well-Being n/k/a the Department of Health and Community Wellness submitted an application to the New Jersey Department of Health, Division of Family Health Services, 50 State Street, Trenton, NJ 08625, requesting funding in the amount of two hundred twenty eight thousand dollars and no cents ($228,000.00); and
WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of two hundred twenty eight thousand dollars and no cents ($228,000.00) from the New Jersey Department of Health, Division of Family Health Services, for the period commencing on July 1, 2014 and terminating on June 30, 2015, to rollout a comprehensive lead poisoning screening project throughout the City of Newark; and
 
WHEREAS, the City of Newark Department of Health and Community Wellness desires to accept funds in the amount of two hundred twenty eight thousand dollars and no cents ($228,000.00); and
 
WHEREAS, the New Jersey Department of Health, Division of Family Health Services does not  require the City to execute a grant agreement in order to accept the grant award; and
 
      WHEREAS, the City of Newark recognizes that the New Jersey Department of Health, Division of  Family Services may extend the time of the Grant Award and/or provide additional funds if made available; and
 
WHEREAS, the New Jersey Department of Health, Division of Family Services will amend the grant to reflect the grant time extension and/or increase or decrease of additional funds if made available; and
 
WHEREAS, the City of Newark wishes to agree to any amendments to the Grant.
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
    1. The Mayor and/or his designee, the Director of the Department of Child and Family Well-Being, n/k/a the Department of Health and Community Wellness, are hereby authorized to submit an application to the New Jersey Department of Health, Division of Family Services, 50 State Street, Trenton, New Jersey 08625, requesting funds in the amount of two hundred twenty-eight thousand dollars and no cents ($228,000.00) for the provision of a comprehensive lead poisoning screening project. Throughout the City of Newark with no City funds required (a copy of the application is attached hereto and made a part hereof).
    2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
    1. The grant award in the amount of two hundred twenty-eight thousand dollars and no cents ($228,000.00) from the New Jersey Department of Health, Division of Family Health Services,  is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
    2. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby to receive and expend the grant award from the New Jersey Department of Health, Division of Family Health Services, for the period commencing on July 1, 2014 and terminating on June 30, 2015 (a copy of the award letter is attached and made a part).
    1. No municipal funds are required for receipt or acceptance of this grant award.
    2. The Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application and notice of grant award in the Office of the City Clerk.  
 
 
STATEMENT
 
This resolution ratifies and authorizes the actions taken by the Director of the Department of Health and Community Wellness, to apply for and accept grant funding from the New Jersey Department of Health, Division of Family Health Services, 50 State Street, Trenton, New Jersey 08525, in the amount of two hundred twenty-eight thousand dollars and no cents ($228,000.00), for comprehensive lead poisoning screening project throughout the City of Newark, for the period commencing on July 1, 2014 and terminating on June 30, 2015. No municipal funds are required from the municipal budget.
