WHEREAS, the National League of Cities awards grants through its "Cities Combating Hunger through Afterschool and Summer Meal Programs" technical assistance and grant initiative ("CHAMPS") in order to promote the development and implementation of Afterschool and Summer Meal programs; and
 
WHEREAS, the City of Newark has a need for funding and technical assistance to develop and implement an Afterschool and Summer Meal program in the City of Newark; and
 
      WHEREAS, on August 15, 2014, on behalf of the City of Newark, the City's Mayor and Director of the Department of Neighborhood and Recreational Services caused to be submitted an application to the National League of Cities requesting grant funding in the amount of $50,000.00 from the CHAMPS initiative for the development and implementation of an Afterschool and Summer Meal program in the City of Newark; and
 
WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of $50,000.00 from the National League of Cities for the development and implementation of an Afterschool and Summer Meal program, for the period commencing on September 15, 2014 and terminating on December 15, 2015; and
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
    1. The Mayor and/or his designee, the Director of the Department of Neighborhood and Recreational Services, are hereby authorized to submit an application to the National League of Cities requesting grant funding in the amount of $50,000.00 from the CHAMPS initiative for the development and implementation of an Afterschool and Summer Meal program in the City of Newark, with no City funds required.
    3. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
    1. The grant award in the amount of $50,000.00 from the National League of Cities is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
    3. The Mayor and/or his designee, the Director of the Department of Neighborhood and Recreational Services, are hereby authorized to receive and expend the grant award in the amount of $50,000.00 for the development and implementation of an Afterschool and Summer Meal program in the City of Newark for the period commencing on September 15, 2014 and terminating on December 15, 2015.
    1. No municipal funds are required for receipt or acceptance of this grant award.
    1. The Director of the Department of Neighborhood and Recreational Services shall file a fully-executed copy of the grant application and the grant award letter in the Office of City Clerk.
 
STATEMENT
 
This resolution ratifies and authorizes the actions taken by the Mayor and/or his designee, the Director of the Department of Neighborhood and Recreational Services, to submit an application for grant funding from the National League of Cities for the development and implementation of an Afterschool and Summer Meal program in the City of Newark, and furthermore authorizes the Mayor and/or his designee, the Director of the Department of Neighborhood and Recreational Services, to accept grant funds in the amount of $50,000.00 from the National League of Cities for the development and implementation of an Afterschool and Summer Meal program in the City for the period commencing on September 15, 2014 and terminating on December 15, 2015.  No municipal funds are required.
