AN ORDINANCE SUPPLEMENTING TITLE II, ADMINISTRATION, CHAPTER 2, OFFICE OF THE MAYOR AND AGENCIES, SECTION 66, OF THE REVISED GENERAL ORDINANCES OF THE CITY OF NEWARK, NEW JERSEY, 2000, TO ESTABLISH THE HISPANIC COMMISSION IN THE OFFICE OF THE MAYOR.

WHEREAS, the City of Newark has a deep history, a shared culture and extensive relations with the continent of Latin-America as well as Hispanic Americans throughout the United States.
WHEREAS, the City of Newark as a result of the deep history, shared culture and extensive relations, aspires to create a Hispanic Commission as part of City Government, to promote an understanding of Latin-America and Hispanic-American policy issues and to promote awareness and recognition of Hispanic culture and civilization.
WHEREAS, such a Commission organized under the auspices of the Mayor's Office, will be directed to implement its duties, which shall include policy development, community resource development, institution building and support, promotion of artistic and cultural endeavors and the conducting of charitable activities and humanitarian assistance.
NOW, THEREFORE, BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY THAT:
Title 2. Administration, Chapter 2, Office of the Mayor and Agencies, is hereby amended to add a new section 66.11; the Hispanic Commission is hereby adopted to read as follows:
2:2-66.11. Commission Established
There is hereby established within the office of the Mayor, the Newark Hispanic Commission.
2:2-66.12. Membership and Appointments
The Commission shall consist of up to twenty-one (21) members to be appointed by the Mayor with the advice and consent of the Municipal Council. Each member shall be appointed for a term of four (4) years and shall serve until his/her successor is duly appointed.
2:2-66.13. Organization
The Commission shall meet and organize at the call of the President as soon as possible following the appointment of its members and may create such offices as it shall determine, and elect from among its membership person to fill such offices.
2:2-66.14. Compensation
All members of the Commission shall perform their duties without compensation.
2:2-66.15 Duties
The Hispanic Commission, under the supervision of the Mayor, shall be responsible for the following duties:
a. Study, develop and recommend to the Mayor, policies, programs and practices which can be effectuated through the instrumentalities of City government, to improve conditions affecting the cultural, social, economic, political, educational, health and general well-being of Hispanic Americans.
b. Collaborate with and assist other civic and private groups in organizing and sponsoring programs and events promoting Hispanic cultural awareness and contemporary policy considerations.
c. Interact with institutions at the International, Federal, State and Municipal levels of government to promote issues concerning the Commission's agenda.
d. Engage in such activities as it shall deem necessary and appropriate to carry out its legislative mandate.
Section 2. This ordinance shall take effect upon final passage and publication according to law.
STATEMENT
This ordinance establishes the Hispanic Commission in the Office of the Mayor. The Commission's purpose is to promote policies and awareness of issues concerning the cultural, social, economic, political, educational, health and general well- being of the Latin-America and Hispanic-American communities within the City of Newark.
