    WHEREAS, the area surrounding Newark Penn Station is in need of residential, commercial, office and other real estate development, economic development and redevelopment as may be necessary and appropriate to improve the social, cultural, institutional and physical environment of the City of Newark and to increase the City
tax rate, and
 
    WHEREAS, this area, in recent years,  has experienced a proliferation of ground surface parking lots, which have been approved and constructed and have already consumed a large portion of City land surrounding and adjacent to Newark Penn Station, and
 
    WHEREAS, a continuation of approvals for ground surface parking lots will impede, restrict and prohibit the future proper and appropriate development of this area, and
 
    WHEREAS, a moratorium on approvals for construction of additional ground surface parking lots in this area is necessary and required in order to allow for future residential, commercial, economic development and redevelopment, and
 
    WHEREAS, the Penn Station surrounding community encourages the City of
Newark's efforts to increase economic and fiscal revenue growth through the appropriate development of the area, and
 
    WHEREAS, the proposed Land Use Regulations which recommend that the area  be built with a mix of both low and mid-rise, multifamily buildings should be enforced. The area should be characterized by dense complexes of residential buildings up to 8 stories in height on small shared grounds, giving them a strong urban feeling,
 
    NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, THAT:  
 
The  Administration of the City of Newark commits to encourage the owners of the referred properties to build attractive and appealing development designed to grow the tax base, and
 
 
 
BE IT FURTHER RESOLVED THAT:
 
The City of Newark and, more specifically, its Economic Development Department engage the community surrounding this particular area to support the facilitation and implementation of the strategies, plans, processes and practices necessary to achieve sustainable tax base growth.
 
 
STATEMENT
 
This resolution urges the Administration of the City of Newark call for a moratorium on new surface parking lots in the neighborhood surrounding Newark's Penn Station and adopt a policy of building construction to help expand the tax base in that area.
