            WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $50,000.00 for 2015 Cities Combating Hunger through Afterschool and Summer Meals Program (CHAMPS)    and no adequate provision has been made in the 2015 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
 
WHEREAS, by Resolution 7R10-a dated December 17, 2014, the City of Newark accepted the 2015 Cities Combating Hunger through Afterschool and Summer Meals Program in the amount of $50,000.00 to provide funding and technical assistance and grant initiative to develop and implement an Afterschool and Summer Meal Program from the  National League of Cities (NLC);  and
 
            WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and.
 
            WHEREAS, the emergency appropriations adopted in 2015 pursuant to N.J.S.A. 40A:4-20 including this resolution total $97,347,960.23
 
            NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
    1. An emergency appropriation be and the same is hereby made for the following classification.
    1. Program                              Amount
  1.       2015 Cities Combating Hunger through
          Afterschool and Summer Meals Program            $50,000.00
    1. Said emergency appropriation shall be provided for in the 2015 budget.
    2. A copy of this resolution shall be filed with the Director of the Division of Local Government Services by the City Clerk of the City of Newark.
 
 
STATEMENT
 
This legislation establishes the appropriation for the 2015 Cities Combating Hunger through Afterschool and Summer Meals Program in the amount of $50,000.00.  These funds have been awarded by the National League of Cities (NLC).  The project period is September 15, 2014 through December 31, 2015 (City-wide).
