WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $400,000.00 for the Newark Carjacking Initiative Program and no provision has been made in the 2015 temporary budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by Resolution 7R11-b dated February 18, 2015, the City of Newark accepted the Newark Carjacking Initiative Program Grant in the amount of $400,000.00 for the purpose of establishing a cooperative agreement between the State of New Jersey, the Newark Police Department and the Essex County Prosecutor's Office involving the prevention and detection of automobile thefts and carjacking and the apprehension and prosecuti...
