WHEREAS, drowning is the second leading cause of accidental death in children under the age of 14; and

WHEREAS, the youth drowning rate for African-American and Hispanic/Latino children is more than double the national average, and nearly 6 out of 10 African-American and Hispanic/Latino children are unable to swim; and

WHEREAS, the City of Newark's Department of Neighborhood and Recreational Services, Division of Recreation, desires to continue to provide quality, multi-level learn-to-swim programs that will provide swimming instructions to City of Newark children 6-17 years of age from all wards, thereby expanding opportunities for at-risk children to learn to swim and to use the sport of swimming to expand fitness and recreational opportunities; and
