WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $2,928,514.00 bringing total program resources to $12,958,914.00, for the HIV Emergency Relief Program and no provision has been made in the 2015 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

WHEREAS, by authorizing resolution 7R2-a dated March 18, 2015, the City of Newark accepted the HIV Emergency Relief Grant in the amount of $10,030,400.00 from the U.S. Department of Health and Human Services/Health Resources and Services Administration, for the provision of health care and supportive services to the residents of the City of Newark; and
