WHEREAS, the North Jersey Transportation Planning Authority (NJTPA) and the State of New Jersey, Department of Transportation (NJDOT) provides funds for Local Safety Programs; and

WHEREAS, on September 19, 2014, the City of Newark, Department of Engineering, submitted an FY 2016-2017 Unified Planning Work Program (UPWP) Subregional Studies Program project entitled Newark Downtown Circulation Improvement Study to the North Jersey Transportation Planning Authority (NJTPA) requesting grant funding in the amount of $350,415.00 (includes Federal Funding of $280,332.00 + Local In-Kind Match of $70,083.00); and

WHEREAS, as a result of this request, the City of Newark was notified on July 1, 2015 by the North Jersey Transportation Planning Authority (NJTPA) that the City of Newark is authorized to incur costs for the FY 2016-2017 Unified Planning Work Program (UPWP) Subregional Studies Program project entitled Newark Downtown Circulation Improvement Study, in the amount of $350,000.00 (which includes Federal Funding of $280...
