WHEREAS, the State of New Jersey, Department of Health, Local Core Capacity for Public Health Emergency Preparedness Grant, will enable Local Information Network and Communications Systems (hereinafter referred to as
"LINCS") agencies to continue upgrading City-wide local public health systems preparedness and response to terrorism and other public health threats and emergencies; and

WHEREAS, the City of Newark desires to safeguard residents of the City from all hazard emergencies for the provision of local core capacity for public health emergency preparedness; and

WHEREAS, on May 20, 2015, on behalf of the City of Newark, the Director of the Department of Health and Community Wellness, submitted an application to the State of New Jersey, Department of Health, Local Core Capacity for Public Health Emergency Preparedness, requesting grant funding in the amount of two hundred forty-four thousand, one hundred thirteen dollars and no cents ($244,113.00), for the provision of bioterrorism preparedness; and
