WHEREAS, on January 27, 2015, the City of Newark, through its Director of Purchasing, advertised to solicit bids for contractors to provide, a Citizens' Emergency Alert System to the Office of Emergency Management and Homeland Security, as per the bid attached hereto; and

WHEREAS, the Division of Central Purchasing distributed eleven (11) bid proposal packages to prospective vendors following the date of advertisement; and

WHEREAS, on February 19, 2015 the Office of Emergency Management and Homeland Security received two (2) bids in response to this advertisement; and

WHEREAS, all bids were rejected due to a deficiency in the functionality of the specification as advertised and as such, the last advertisement did not produce a reliable vendor; and

WHEREAS, on July 14, 2015, the City of Newark through its Director of Purchasing advertised to solicit bids for contractors to provide, a Citizens' Emergency Alert System to the Office of Emergency Management and...
