ORDINANCE TO AMEND AND SUPPLEMENT TITLE 2, ADMINISTRATION, CHAPTER 1, OF THE REVISED GENERAL ORDINANCES OF THE CITY OF NEWARK, NEW JERSEY, 2000, REORGANIZING DEPARTMENTS IN CITY GOVERNMENT BY ELIMINATING THE DEPARTMENTS OF POLICE AND FIRE AND ESTABLISHING A DEPARTMENT OF PUBLIC SAFETY, WHICH SHALL CONSIST OF AN OFFICE OF THE DIRECTOR, DIVISION OF POLICE, DIVISION OF FIRE, DIVISION OF COMMUNICATIONS AND TRANSFERRING FROM THE DEPARTMENT OF ADMINISTRATION THE OFFICE OF EMERGENCY MANAGEMENT AND OFFICE OF HOMELAND SECURITY TO A DIVISION OF EMERGENCY MANAGEMENT AND HOMELAND SECURITY IN THE DEPARTMENT OF PUBLIC SAFETY, AS AMENDED AND SUPPLEMENTED.

WHEREAS, the City of Newark desires to restructure and reorganize departments within the City of Newark in order to establish and promote a more efficient and effective municipal government; and
WHEREAS, the Mayor and the Business Administrator of the City of Newark believe it is in the best interest of the City of Newark to establish a Department of Public Safety which shall consist of an Office of the Director, Division of Police, Division of Fire, Division of the Office of Emergency Management and Office of Homeland Security and a Division of Communications.
NOW, THEREFORE, BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
SECTION 1: Title 2, Administration of the Revised General Ordinances of the City of Newark, New Jersey, 2000, as amended and supplemented, be further amended by eliminating the Departments of Police and Fire and repealing all Sections contained therein relating thereto.
SECTION 2: Title 2, Administration, Department of Public Safety is hereby established and shall read in its entirety as follows:
