WHEREAS, the U.S. Department of Homeland Security, through the Federal Emergency Management Agency (FEMA), implemented the FY 2014 Staffing for Adequate Fire and Emergency Response (SAFER) grant program in order to improve and restore local fire departments' staffing and deployment capabilities so that they may more effectively respond to emergencies; and

WHEREAS, the Newark Fire Department, in furtherance of its efforts to protect the health and safety of the public against fire and fire-related hazards, desires to make use of SAFER grant funds to restore and maintain the number of trained, front-line firefighters so that the Fire Department may more effectively respond to emergencies; and

WHEREAS, on or about March 5, 2015, the Director of the Newark Fire Department caused an application to be submitted to FEMA requesting funding in the amount of $7,353,950.00 from the FY 2014 SAFER grant program to rest...
