WHEREAS, the State of New Jersey, Department of Health, through its "Public Health Infrastructure, Laboratories, and Emergency Preparedness" program, offers grants that promote the provision of emergency medical services ("PHILEP EMS grant"); and
WHEREAS, the City of Newark desires to apply for a PHILEP EMS grant to be used by the City to contract with University Hospital for the provision of City-wide emergency medical services for its residents, businesses, colleges, universities and visitors; and
WHEREAS, on or about October 14, 2015, on behalf of the City of Newark, the Director of the Department of Health and Community Wellness electronically submitted an application to the State of New Jersey, Department of Health, requesting PHILEP EMS grant funding in the amount of Two Million, Five Hundred Thousand Dollars and Zero Cents ($2,500,000.00), for the provision of contracted emergency medical services for the period of July 1, 2015 through June 30, 2016 (a copy of the application is attached hereto and made a part hereof); and
WHEREAS, as a result of this application, the City of Newark has been awarded a PHILEP EMS grant in the amount of Two Million, Five Hundred Thousand Dollars and Zero Cents ($2,500,000.00), from the State of New Jersey, Department of Health, to provide contracted emergency medical services, for the period commencing on July 1, 2015 and terminating on June 30, 2016 (a copy of the Notice of Grant Award is attached hereto and made a part hereof); and
WHEREAS, pursuant to the Notice of Grant Award, the City's acceptance of the PHILEP EMS grant funds acts as an acceptance of the Department of Health's "Terms and Conditions for Administration of Grants" (a copy of which is attached hereto and made a part hereof); and
WHEREAS, the City of Newark recognizes that the State of New Jersey, Department of Health, may extend the time of the Grant Award and/or provide additional funds if made available; and
WHEREAS, the State of New Jersey, Department of Health, will amend the Grant to reflect the Grant time extension and/or increase or decrease funds if made available.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit an application for a PHILEP EMS grant to the State of New Jersey, Department of Health, in the amount of Two Million, Five Hundred Thousand Dollars and Zero Cents ($2,500,000.00), to provide contracted emergency medical services in the City of Newark, for the period commencing on July 1, 2015 and terminating on June 30, 2016.
2. The Municipal Council of the City of Newark hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The PHILEP EMS grant award in the amount of Two Million, Five Hundred Thousand Dollars and Zero Cents ($2,500,000.00), from the State of New Jersey, Department of Health, is hereby accepted.
4. The acceptance of the Department of Health's "Terms and Conditions for Administration of Grants" is hereby authorized.
5. No municipal funds or commitment of municipal resources are required for receipt or acceptance of this grant award.
STATEMENT
This resolution ratifies and authorizes the Director of the Department of Health and Community Wellness to apply for and accept grant funds from the State of New Jersey, Department of Health, for the contracted provision of emergency medical services in the City of Newark, in the amount of Two Million, Five Hundred Thousand Dollars and Zero Cents ($2,500,000.00), for the period commencing on July 1, 2015 and terminating on June 30, 2016.
