WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $1,560,000.00 for the 910 - 964 Doremus Avenue Rear NFWF Grant and no provision has been made in the 2016 Temporary Budget for the aforesaid purpose; and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose aforementioned; and
WHEREAS, by Resolution 7R3-a(S) dated September 22, 2015, the City of Newark accepted the National Fish and Wildlife Foundation Grant in the amount of $1,560,000.00 to develop a comprehensive restoration design plan and enhance degraded wetlands and habitat work at the City-owned property located at 910 - 964 Doremus Avenue Rear, Block 5078, Lot 91 (East Ward). There is a non-federal In-Kind Match of $30,000.00 provided by Weston Solutions of pro bono staff time, or approximately 400 hours into the project commencing on June 16, 2015 and terminating June 15, 2017; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2016 pursuant to N.J.S.A. 40A:4-20 including this resolution total...$154,762,384.93.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A temporary emergency appropriation be and the same is hereby
made for the following classification:

2. Said emergency appropriation shall be provided for in the 2016 budget.
3. A copy of this resolution shall be immediately filed with the Director of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This resolution establishes the temporary emergency appropriation in the amount of $1,560,000.00 for the 910 - 964 Doremus Avenue Rear NFWF Grant. No Municipal funds need to be expended for this agreement except a non-federal In-Kind Match contribution in the amount of $30,000.00 provided by Weston Solutions Inc. of pro bono staff time, or approximately 400 hours. The contract period commences on June 16, 2015 and terminates on June 15, 2017. (East Ward).
