WHEREAS, on August 5, 2015 through Resolution 7R3-c , the Municipal Council authorized the Mayor and or the Deputy Mayor of Workforce Development and or the Director of NewarkWORKS to accept the following Youth ($1,834,102.00), Adult and Dislocated Worker ($2,637,887.00) Workforce Innovation and Opportunity Act (WIOA) grant funds (formerly Workforce Investment Act), that was signed into law on July 1, 2014 for Program Year 2015 (July 1, 2015 through June 30, 2016 ) for a combined funding total of $4,471,989.00; and WorkFirst New Jersey (WFNJ) grant allocation of $765,005.00 for TANF and $580,157.00 for GA/SNAP for a combined total of $1,345,162.00; and


WHEREAS, there exists a need for NewarkWORKS to enter into a contract with an entity that can provide educational services to twenty-five, (25) Youth clients in the area of "High School Equivalency" training pursuant to the provisions of the WIOA for the 2015-2016 Program Year, July 1, 2015 through June 30, 2016; and
