WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $760,000.00 for the Traffic Signal Optimization/Adaptive Traffic Signals along McCarter Highway (Route 21) Project and no provision has been made in the 2016 Temporary Budget for the aforesaid purpose; and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose aforementioned; and
WHEREAS, by Resolution 7R4-a dated February 3, 2016, the City of Newark accepted from North Jersey Transportation Planning Authority (NJTPA) in the amount of $760,000.00 for Traffic Signal Optimization/Adaptive Traffic Signals along McCarter Highway (Route 21) Project. A local match of $190,000.00 will be required for receipt and acceptance of this grant award and shall be provided from the 2016 Municipal Budget for a project total of $950,000.00.
