WHEREAS, the City of Newark is committed to creating street corridors and intersections that safely accommodate all users of all abilities; and

WHEREAS, a Complete Street is defined as a means to provide safe access for all users by designing and operating a comprehensive, integrated, connected multi-modal network of transportation options; and

WHEREAS, Resolution 7R4-D, adopted on September 6, 2012, formally adopted a City of Newark Complete Streets Policy; and

WHEREAS, the City of Newark, Department of Engineering, Division of Traffic and Signals, has developed a Complete Streets Design Guidelines and Implementation Plan handbook; and

WHEREAS, The City of Newark Complete Streets Design Guidelines and Implementation Plan handbook was created for use by city staff, contractors, design professionals, and community groups, for the planning and design of complete streets in the City of Newark. The Complete Streets Policy requires all new roadway projects to be designed as complete streets and this handbook provides guidelines for effective integration of complete street elements into all roadway and streetscape projects. The handbook includes a Checklist of Pedestrian Bike and Transit Accommodations to be used during project concept development, design, and construction phases and for resurfacing projects.
