           WHEREAS, on February 3, 2016, the Municipal Council of the City of Newark did, by Resolution 7R8-a (AS) 020316 (a copy of which is attached hereto and made a part hereof) authorized and ratified the actions taken by the Mayor and/or his designee, to submit an application to the United States Department of Justice, Office of Justice Programs, Office for Victims of Crime, for funding in the amount of $1,000,000.00 for the Male Survivors of Violence Project (hereinafter referred to as the “Grant Application”); and

 

WHEREAS, as a result of the Grant Application, the City of Newark was awarded the grant described above in the amount of $1,000,000.00; and

 

WHEREAS, Resolution 7R8-a (AS) February 3, 2016, furthermore accepted the above described grant award in the amount of $1,000,000.00; and

 

WHEREAS, Resolution 7R8-a (AS) February 3, 2016, furthermore authorized the Mayor and/or his designee to enter into and execute a grant agreement with the United States Department of Justice, Office for Victims of Crime, in order to receive and expend the grant award in the amount of $1,000,000.00 through the Mayor’s Office to develop community-based strategies to support innovative new Crime Victim Services, for the period commencing on October 1, 2015 and terminating on September 30, 2018 (hereinafter referred to as the “Grant Agreement”); and

 

WHEREAS, the Grant Application specified that [i] the Project would be managed by the City’s Mayor’s Office, [ii] Genna Jones would act as the Project Director and [iii] Tyrone Barnes would act as a Manager for the Project; and

 

WHEREAS, the Mayor and the Director of the Department of Health and Community Wellness believe that the Male Survivors of Violence Project would be more appropriately managed by the Department of Health and Community Wellness instead of the Mayor’s Office, with Director Hanaa A. Hamdi serving as the Project Director and Saffiyah S. Holiday serving as Manager, and the Mayor and the Director of the Department of Health and Community Wellness therefore recommend that said changes be made; and

 

WHEREAS, the Grant Agreement requires that the replacement of the Project Director and key program personnel be approved by the Office of Justice Programs; and

 

WHEREAS, the Director of the Department of Health and Community Wellness notified the Office of Justice Programs relative to the above described proposed changes (the Director’s letter to the Office of Justice Programs is attached hereto and made a part hereof); and

 

WHEREAS, the Director of the Department of Health and Community Wellness represents that the Office of Justice Programs has approved the above described changes.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to amend the application to the United States Department of Justice, Office of Justice Programs, Office for Victims of Crime, for funding in the amount of $1,000,000.00 for the Male Survivors of Violence Project, so as to provide that: [i] the Male Survivors of Violence Project will be managed by the Department of Health and Community Wellness; [ii] Director Hanaa A. Hamdi will serve as the Project Director; and [iii] Saffiyah S. Holiday will serve as a Manager for the Project.

 

2.                     The Director of the Department of Health and Community Wellness is hereby authorized to manage the Male Survivors of Violence Project in accordance with the terms and conditions of the Grant Application, as amended, and the Grant Agreement. Said authorization shall be effective immediately upon adoption of this Resolution.

 

3.                     A copy of this Resolution shall be filed with the Office of the City Clerk by the Director of the Department of Health and Community Wellness.

 

 

STATEMENT

 

This Resolution authorizes the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to amend the application to the United States Department of Justice, Office of Justice Programs, Office for Victims of Crime, for funding in the amount of $1,000,000.00 for the Male Survivors of Violence Project, so as to: [i] provide that the Project will be managed by the Department of Health and Community Wellness; and [ii] provide for the change of certain key personnel within the Program. This Resolution further authorizes the Director of the Department of Health and Community Wellness to manage the Male Survivors of Violence Project and Saffiyah S. Holiday to serve as Manager for the Project.
