Additional Information: In Preparation for proposed solicitation for maintenance, custodial (janitorial and germicide) and grounds keeping services for all City of Newark municipal buildings.
Body
WHEREAS, the City of Newark, Department of Engineering, Division of Public Buildings, is in need of maintenance, custodial (janitorial and germicide) ground keeping services for all of its municipal buildings, approximately sixty one (61) in total; and
WHEREAS, the Division of Central Purchasing solicited bids for the services on or about March 29, 2016 and received and opened bids on April 28, 2016; and
WHEREAS, the Mayor of the City of Newark and Business Administrator determined it was in the best interests of the City of Newark to reject all bids and substantially revise the specifications; and
WHEREAS, it is the intention of the Mayor and Business Administrator to revise the specifications with the purpose of broadening the scope of bidders, and defining the minimum number of hours staff must be on site; and
WHEREAS, the estimated costs for these services may exceed $500,000.00 which by Revised General Ordinance: 2:4-14 mandates that the bid specifications contain bid and performance bond requirements; and
WHEREAS, the Revised General Ordinance: 2:4-14, provides that the Municipal Council may eliminate the bond requirements at the request of the Business Administrator; and
WHEREAS, the Business Administrator is desirous of eliminating the bid and performance guarantee requirements in an effort to open competition to smaller businesses in an effort to increase competition and minority participation; and
WHEREAS, the Business Administrator, believes it is in the best interests of the City of Newark to eliminate the bid and performance guarantee requirements for the maintenance, custodial (janitorial and germicide) ground keeping service contract(s) for all of the City’s municipal buildings, approximately sixty one (61) in total.
NOW, THEREFORE, BE IT IS RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
The Business Administrator is hereby authorized to eliminate the requirement of the bid and performance guarantee requirements for the maintenance, custodial (janitorial and germicide) ground keeping service contract(s) for all of the City’s municipal buildings, approximately sixty one (61) in total.
