WHEREAS, on May 26, 2016, the Newark Municipal Council ratified and authorized from April 2016, the Mayor, and/or his designee, the Director of the Department of Neighborhood and Recreational Services to enter into, a contract with Forest Lodge Catering, LLC, also known as Forest Lodge, LLC, 11 Reinman Road, Warren, New Jersey 07059-5121, for the July 9, 2016 use of facilities and amenities by, as well as the provision of food and refreshments for, Newark residents and their families for a one day, outdoor, City outing in a wholesome and nurturing environment, which promulgated the event slogan and title, "Celebrate Newark Families Day with the Mayor and the Newark Municipal Council" and "Newark Family Day", respectively; and
WHEREAS, the contract entered into by the City of Newark and Forest Lodge Catering, LLC was based upon per participant pricing and required payment of a deposit in the amount of Ninety Thousand Dollars and Zero Cents ($90,000.00);
