WHEREAS, on March 8, 2016, the City of Newark, through its Supervising Procurement Specialist, advertised to solicit bids from vendors to provide New Jersey CDL (Commercial Driver License) licensed drivers for the operation of the City of Newark's Department of Health and Community Wellness "Transportation of the Elderly and Physically Challenged" Program vehicles, as described in the form bid proposal attached hereto and made a part hereof; and
WHEREAS, the Division of Central Purchasing also distributed fifteen (15) bid packages to prospective vendors following the date of advertisement; and
WHEREAS, on March 24, 2016, one (1) bid was received in response to this advertisement, that bid being from Axion Worldwide, LLC, 510 Thornall Street, Suite 110, Edison, New Jersey 08837 (a copy of said bid is attached hereto and made a part hereof); and
